I am regularly passed by cars clearly going 20 to 30 miles per hour over the limit (often while driving dangerously aggressively). Lax enforcement regarding truly excessive speeding is the problem here.

Giving people tickets for going one mile per hour over the limit (reportedly the actual result of this campaign) will not enhance safety. It will encourage people to fixate on speed to the detriment of attention to other drivers and road conditions. It will create more divergence in traffic flow speeds. Both results will make travel substantially less safe.

This has to be obvious to the people responsible for this campaign. Therefore, this is a thinly-disguised revenue collection campaign, not a safety campaign.
