I’d think foreign policy (or policy in general) should be straightforward, fair, even, consistent, and never include bluffing. I’m probably overly naive on these matters though.

Speaking from the other side of the fence, I can say this: if the US/others imposed travel ban and/or asset freeze to the officials, many a Russian would rejoice. About the other measures, I am not so sure…

If the US hadn’t invaded Iraq 11 years ago, they might have some credibility on this issue; as it stands, they have none, no matter where they move their troops and fleets.
